										<content:encoded><![CDATA[<p>Viluthu has pioneered&nbsp; numerous campaigns and built capacities of women to engage, contest and build solidarity with national efforts to increase women’s representation in governance.&nbsp;</p>
<p>Over the years our campaigns include titles such as From Pots and Pans to Politics (a<i>duparaiyil irunthu arasiyal varai</i>), and 50:50 (equal representation). Sri Lanka’s Local Government quota of 25% for women happened due to the untiring efforts of feminist groups and women’s rights activists.</p>
<ul>
<li>We supported the first Muslim woman elected in the Eastern Province at the LG Elections in 2011</li>
<li style="font-weight: 400;" aria-level="1">Created the first community owned election fund for women’s political participation&nbsp;</li>
<li style="font-weight: 400;" aria-level="1">The Ministry of Women’s Affairs collaborated to provide resource persons for capacity building of nominees and candidates&nbsp;</li>
<li style="font-weight: 400;" aria-level="1">Inclusion of WHH political participation in CEDAW Recommendations in 2017</li>
<li style="font-weight: 400;" aria-level="1">Sixty Four&nbsp; women trained by Viluthu have been nominated/elected in Local Government elections to date</li>

										<content:encoded><![CDATA[<p>Viluthu recognised the unique and severe vulnerability and marginalization of women heads of households , even amidst other women’s groups.  This led to the formation of Amara and the lobbying of WHH issues in all other advocacy efforts.</p>
<p>Since 2011, Viluthu has successfully brought together Women Heads of Households from the Northern, Eastern, Northwestern, North Central, Southern and Uva Provinces (6 out of the 9 Provinces in Sri Lanka) and facilitated the drafting and release of the ‘Widows’ Charter’ which formulated the needs and concerns and policy recommendations of WHH in a National Conference supported by FLICT, the United Nations, Diakonia and Fokus Women. This conference insisted that the Transitional Justice agenda cannot begin without placing women heads of households (an estimated 1 in 4 households in Sri Lanka) of conflict affected areas at its front and centre of policy, legal and social reform efforts.</p>
<ul>
<li>The Government drafted the first ever policy on WHH policy and formulated a National Action Plan</li>
<li>National budget allocations were made for WHH in the interim period</li>
<li>Northern Provincial services and resources provision recognized WHH as a priority group</li>
<li>Eastern Province district and provincial responses to livelihood focused on WHH</li>
<li>Inclusion of recommendations on WHH for the State by CEDAW review Committee</li>

										<content:encoded><![CDATA[<p>Viluthu supports and helps mobilize the district and national platform of Women for Transition Justice and Reconciliation. This is the first&nbsp; grassroots owned national platform for this specific objective. UNSCR 1325 on Women, Peace and Security has recognized the enduring and transformational roles women have played in transitional contexts.The platform covers 8 districts in partnership with Women’s Development Centre (Jaffna, Trincomalee, Ampara, Anuradhapura, Kandy, Monaragala, Hambantota and Matara). The Platform has an immediate membership of approximately 160 women leaders who are connected to more than 15,000 women grassroots members.&nbsp;</p>
<p>The National and District Platforms have advocated for livelihood support for families of the missing and disappeared, utilized evidence based advocacy to demonstrate how State interventions were not reaching affected communities/families, with their recommendations being accepted to be tabled in a white paper set by the Ministry of Justice (formerly Ministry of Justice) before the Sri Lankan Cabinet. Viluthu was specifically instrumental in advocacy for the increase of state allowances/social security for persons living with disability.</p>

									<p><span style="font-weight: 400;">Viluthu has strengthened numerous women’s and youth groups for civic engagement on issues pertaining to rights, sustainability, equality and peace.</span></p><p> </p><ul><li><i><span style="font-weight: 400;">Samasam</span></i><span style="font-weight: 400;">&#8211; This women’s Federation initiated in 2010- connects women from more than 450 WRDSs in the North, East and North West regions of Sri Lanka and reaches close to 15,000 women. </span></li><li><i><span style="font-weight: 400;">Amara- </span></i><span style="font-weight: 400;">Women Heads of Households network- is the first network addressing the varied types of and unique experiences of WHH in conflict affected areas. </span></li></ul><p> </p><p><span>Through </span><i><span>Amara</span></i><span> and </span><i><span>Samasam</span></i><span>, women have raised awareness amongst their communities, reached out to district, provincial and national decision makers and institutions to claim their  rights, improve service delivery and promote women’s leadership at various levels of society. </span></p><p><span style="font-weight: 400;">They are closely aided by Viluthu’s youth networks and groups (</span><i><span style="font-weight: 400;">Samuthaya Sangili, Kilakkin Ahal</span></i><span style="font-weight: 400;">, Talent Star, Active Citizen Group and other networks)- at district and regional levels- consisting of approximately 1500 youth members with a reach of 5000 youth in these areas. During the Covid-19 lockdown they were instrumental in galvanizing aid distribution for the most needy in their areas. Specific focus was given to broadening criteria on vulnerability held by duty bearers  to include disabilities and LGBTQI communities. </span></p>								</div>

									<p>Viluthu with the collaboration of few organizations in the south has organized a campaign titled “No Run Tell’ to create awareness on violence against children and to protect them from all forms of abuse. Viluthu has fully supported the promotion of this “No Run Tell” campaign in all its project locations in the different districts. This campaign was initially taken to most of the schools by the youth volunteers and as well as the women’s networks. It has become a joint effort by all the Women’s networks, Volunteers, Government and Non-government Organizations and Child Rights Advocacy Network to promote this campaign in pre-schools, primary and secondary schools, private educational institutions and tuition centers, religious institutions, children’s clubs and people’s gatherings at recreation parks, etc. Awareness raising stickers and posters and a propaganda CD titled ‘my body belongs to me’ provided by Escape have been used during the promotion of this campaign. The difference between appropriate touch and inappropriate touch was emphasized during the awareness sessions for children.</p><p>The National Girl Guides Association on the request of Viluthu came forward to collaborate in a joint effort to expand this outreach in all five districts in the North In order to expand this outreach Viluthu contacted. They obtained necessary permission to conduct this awareness programmes in the schools in all five districts in the North. This collaboration has begun in the Jaffna district. Promoting this campaign in the districts of Vanni has become difficult because we cannot provide the travelling costs for the volunteers as it is a non-funded activity. The Girl Guides Association in the East approached Viluthu with a different form of request. Their activities there were at a very low level because of the lack of cooperation from the teachers. So they had devised a strategy of raising awareness of the community and enlisting their support for school guides activities. Viluthu during its visit to the East, assisted the officials of the association, where they were able to identify potential leaders. They were able to mobilize some funds for us to conduct leadership training programmes for them. The collaboration we have begun with the girl guides looks promising.</p><p>‘Samuthaya Sankili’ and ‘Kilakkin Akal’, the networks of volunteers consisting of students from the universities of the North and East respectively, undertook to promote this campaign in all the schools in the North and East and they were successful in covering 90% of the schools. They not only enlightened the students on violence against children and child abuse, but also they organized 42 students clubs in these districts. Subsequently they were able to collect official data on cases pertaining to violence against children, from the Government Child Probation Officials and based on this data they conducted a survey on child abuse and its impacts on children in these districts.</p><p>The District Union of the WRDSs in the Jaffna District, has done a local fundraising and has collected Rs 49,000 to support its own activities. They initiated and carried out “No Run Tell” campaign against child abuse, in 25 schools in the district. In appreciation of their involvement in this campaign, the UNDP has come forward to grant them Rs 300,000 in order to promote this campaign into new areas. The members of this union have been very actively involved in issuing statements, attending court hearings on cases of rape and murder of women in the district. The district secretariat of Batticaloa, has formed a joint committee consisting of all relevant govt. officials and the public to work on issues related to children. The Secretary of the WRDS Union, Ms. Joeline, has been appointed as the coordinator of this joint committee. This appointment was offered to her in appreciation of her involvement in the “No Run Tell” campaign where she carried out 25 events on her own. The Union has incessant requests from the DS offices, schools and children’s clubs to come and carry out the campaign in their areas.</p><p> </p>								</div>
